1 - Yes
2 - Talk to your Arrow or Altera rep 3 - No tools come with the dev. kit. You download the free web edition of the Quartus software. You get no IP licenses.- Mark as New

Hi,
1. Thanks for the quick reply. 2. You get no IP licenses. Dos this mean that I can develop special functions say a correlator, modulator, NCO etc and use them . Modules OR Libraries made by ALTERA - which are priced can not be used ? Please clarify. GKM- Mark as New

Altera let's you evaluate their IP cores without licensing them. They use what is called OpenCore Evaluation. The IP core will compile and run in the part but here are the restrictions:
1 - Quartus will only produce a time-limited SOF file. It will not produce any type of file that you can use to program a flash device. You'll only be able to program the FPGA via JTAG. 2 - When running the design with the time-limited SOF, you must either a - Leave the JTAG cable connected while the design is running b - Disconnect the JTAG cable in which case the IP core you are evaluating will stop working after 1 hour. You can of course use your own IP all day long without any consequence. Anything you develop is yours and does not require a license. Jake- Mark as New
