I know that NCO IP is OPENCORE. Why is there a license error?

The same result can be obtained by simply generating and compiling a multichannel example.

I am not sure whether it is OpenCore, but altera website seems to indicate a need for license:

I heard that you have a school-only school license, right?

It's a poor choice of words, but for Altera "OpenCore" means that it is a core with a paid license. The "Open" probably comes from "open your wallet" ;)
