Pin Guide is Wrong

I recently order the DE0 FPGA board on the cyclone III EP3C16F484C6N and have begun to test it. What i am puzzled about is the fact that the pin assignments on the user guide and altera's site do not match the board. I have checked and i am looking at the right board but when i map, for example, the switches (which appear to be fine) SW0 (J6) and SW1 (H5) to the LEDs 0 and 1 at J1 and J2 nothing happens. I then tried to map them to the hex display and it turns out that E11 and F11 (which are supposed to be on the hex display) are mapped to LED 0 and 1. What is the issue? Is it something that needs to be configured or is the board defective? How can it be corrected? Thank you for your help.

Check the DE0 schematic and see if there is a difference.
