VSEC registers not existing in PCIe conf space?

I'm encountering a problem when I try to read register from PCIe configuration space. 

 

There are several registers that I read to make sure that I'm looking at the right place, 

 

However, for 0x200 and 0x204 where I''m supposed to get information on PCIe capacity and the length of VSEC,  

 

I get 0x30010010 for 0x200 and 0 for 0x204, which is weird, as the value 0 at 0x204 indicates there's no VSEC registers, which bits 15:0 should be set to value 0x44.. 

 

I'm wondering if anyone knows what the problem is?
