DE0-Nano is a good buy to learn

Another good choice would be the Arrow MAX 10 BeMicro kit. It's $30 and there several good design examples to get started at cloud.altera.com/devstore . Have fun!

I believe the choice of board would also be dependent on your budget and target design requirement. In term of low cost FPGA, you could also look for Cyclone series devices. You could try to look through the overview chapter of the device handbook which generally contains the device resource information.
