IOPLL does not reach core routing & was not previously routed by FPP

Hi , 

 

 

Quartus Prime version: 16.0.2 

Part : 10AX115N3F45I2SG 

 

There are just two output ports within mpll_fpga. When doing fitter, I got below error. From chip planner, one bufg promoted for mpll_fpga|outclk[0], but wo for mpll_fpga|outclk[1]. All 13 promoted bufg used list below,Pls help check! Thx a lot!
