I am just starting to work with the Cyclone IV and Cyclone V FPGA, I want to know what the best support and software options are. Any advice welcome.

Cyclone IV and Cyclone V have support from v11.1 till the latest version.  

 

Both are having very good supporting resources.It depends on your design requirements. 

Before selecting any device it is better to Refer link below.

I recently purchased this Cyclone V starter kit.

I am looking for tech support to help me get started with the programming. Preferably a phone number I can call. Does Altera provide call-in tech support?
