Help Developing Device to Turn TV On/Off from another location.

Hi, I would like to make a device that I can connect to any TV and be able to turn the TV on/off from my house. These TV's I am talking about are in various places in the United States. Sometimes the school/center staff turns the TV's off. I need to be able to tell if the TV is off/on and be able to turn the TV on/off from my house without having to drive to every senior center. Please help me with my idea.

Please let me clarify that the content of the suggested documents can apply to TVs if they consider as home devices.

Thank You for the reply, I read it and still don't see how this will help me make a device to do what I need. It says how Intel is using facial recognition and making homes safer with fire detection, crying babies, etc.

What does the TV need to be considered as a home device? I need help making or finding a device that is able to turn the tv on from another location. Just like being able to turn on a light in your house when your in another state. Hope to hear from you. Thanks.
