I7-860 buzzing in the idling

I have a problem with my processor for a few days. Since i have installed windows 7 my processor is buzzing in the idling. In the full load the processor is not buzzing (I tried it with the Intel Extreme Tuning Utility).

Its likely the fan or PSU...set the CPU fan to full if there's still a buzzing sound its the PSU but could also be Phase Power on the motherboard.
