big problem with celeron e3400

i recently purchased a intel celeron e3400 and " intel proccesor utility " a aplication downloaded from Intel shows 2.6 ghz expected speed and 1200 mhz reported speed and same speed on other programs ( everest or sandra )and even motherboard bios shows curent speed 1200 mhz....it is normal ?"

Can enyone help me i'm really worried because I know about intel speedstep technology is to much , when i want to make a benchmark with any program it make it to that speed of 1200 mhz and not to the real speed of 2,6 ghz and gives a really low score , even a pentium 4 HT has better score!!!!!!!!

If you want the processor to run at the maximum speed, you will need to disable the Enhance Intel SpeedStep(R) Technology on the BIOS of the motherboard, since the Enhance Intel SpeedStep(R) Technology enable will force th eprocessor to lower the speed in order to save power consumption.
