My Intel Core i7 2630QM are running with 0,76 Ghz while true clock of it is 2.0 Ghz .
I plugged in the power and disabled " CPU Power Saving mode " in the BIOS but notthing change
My BIOS was updated
And the Turbo Boost technology doesn't activities . I need my CPU run faster but i don't know how to do that
How can i fix it .

I would suggest disabling the Enhance Intel SpeedStep® Technology on the BIOS of your laptop system.
Disabling this feature, the processor will be forces to run always at maximum speed.
Also I would suggest running the Intel® Processor Identification Utility to determine if the system is properly recognizing your processor.
