Teamed Adapter setup not working windows 8

I'm trying to set up an ALB configuration for teaming, and it doesn't seem to work (intel driver 17.4 10/17/12, 12.1.77.0). The team creates OK and I can see the two adapters in the teaming dialog (both show active) test switch is OK, details show MAC of one NIC as expected.

However in network connections, the team shows "enabled", I get no IP returned from DHCP, and when right click on Team: Team # 0 - Status I show no IPv4 or 6, media state enabled, packets are counting. Details show NOTHING, I would expect to see here the MAC of the teamed connection among other things. Both connections work separately.

I did a tcpdump from another machine on the network as see this

Board is dual port 82576 PCI express. Not sure whats going on here. Windows troubleshooter doesn't help.
