Weird - i3-370M increases speed when idle

Asus U30JC (just shipped, no OCed).

i3 370M 2.4GHz

Originally there was W7 64-bit. CPU speed was shown correctly.

I just replaced OS with W7 32-bit.

Now CPU-Z 1.56 shows me 900MHz when idle, but it swiches to 700MHz (!) when load.

W7 is genuine from MS. Drivers were gotten from Windows Updates and from Asus website only.

Any ideas why that`s? CPU has no TurboBoost technology support which probably could explain that "mess" in connection to SpeedStep running at the same time.
