ProSet 12.4.4.0 Pre-logon problem

I am trying to setup the connection to authenticate pre-logon with LEAP.

I have used the Admin Toolkit to create a package with the Pre-logon Cisco Mode and Persistent Connection boxes checked.

What else am I missing? I have tried several times all morning to set this up and I need a fresh look on it.
