Hello.
I got a i7-7500U CPU 2.70Ghz; 16 GB RAM; hd graphics 620
I am playing Skyrim but I can't because is always flickering the characters/actors.
What can I do to solve it?

That does not solve my problem. I have already tried.
It says that it's not valid for my PC and take me to this page:

Create a system restore point
Install the aforementioned driver via "have disk method" as described at:
http://www.windowscentral.com/how-install-intel-beta-graphics-drivers-surface
(ignore prolog about MS surface)
