- When did the issue start?
- Does it only happen with the two apps(Photoshop and YouTube) mentioned?

The issue started from the beginning.
Does it only happen with the two apps(Photoshop and YouTube) mentioned?
No, this problems happens with various apps. For example, (Substance painter 2) is impossible utilize.
What are the Intel® HD Graphics driver versions you have tested? Please add the number of the versions.
I tested Intel® HD graphics driver versions (Inte® hd graphics 630):
21.20.16.4565 - 2017-04-27 (MSI)
5.45.19.4678 - 2017-05-30 (Intel)
15.46.05.4771 - 2017-08-23 (Intel)
Does the behavior happen while using a different video port?
Yes, the behavior happen while using dvi port and displayport.
(The motherboard hasn't hdmi port)
Note: My monitor is Samsung 4k

Could you please list the name of the apps that you are having issues with? Also provide a brief explanation of the specific issue that you see in those apps, if possible attach screenshots of the issue. I am aware that in Photoshop, the colors blink and that using YouTube sometimes the video becomes green screen, so please let me know the behavior with the other apps.
In the meantime, I would like to request a test with some older drivers in order to cross out a possible issue with drivers, please see below.
