So there are something I want to say before I start my post,
- I am using Windows 10.
- I am using a Dell Latitude/ Model E6420
OK, I have 1664MB amount of VRAM, yet only 32 mb is allocated? How can I allocate more?

I tried these methods in which I used regedit to make a file called DedicatedSegmentSize and such, however It still didn't work. I also went through my Bios, and there isn't an option for allocating ram. Is there any other way at all?

The other way would be to tell the developers of malfunctioning applications to make them compatible with dynamic allocation.
