In task manager I saw that intel speedstep starts working 2-5 minutes after starting up my pc (3.4ghz constantly on startup and then after 2-5min drops to 0.75ghz). I just want to know if speedstep should start immediately on starting up pc or like this?

Intel® SpeedStep® Technology slows down the processor when system is idle or pc requires less power from the processor.
