Celeron E3300 CPU Fan RPM Adjustment

I was wondering if there was a recommended or official program to adjust my cpu fan's rpm. I don't have the choice in my bios and I need to increase the fan's RPMs to avoid the overheating that regularly happens. It's no load temp is 33c. so that has to change.

Also,

YES my case is clean, i use 2 cans of compressed air on it every other week

YES I do have air circulation 3 pumping air in, 2 pumping air out, all 120mm fans.

Its NOT in a confined space.

All case and cpu fans are working.

So those aren't issues I though I would address up front.

That is a good temp you have now , 35 no load 45 load is a good range . do you have the stock PWM fan in your SYS. If so it will change rpm as demanded.

well its shoots over 90c and even break the tjmax of 100 from time to time when I'm actually using my computer, the 33c is when zero prgrams are running and it sits completely idle.

Yeah my fan is the one that came with the CPU when I bought it.

Well if it's getting that Hot under load , you can do one of two things . Remove the CPU cooler clean it with alcohol and reinstall it than check the temps . Or just get a new cooler . By the way how Old is the cooler you have now ?? Make sure you get some good CPU paste ( Antec 5 ) .
