why not add support for windows 10 ?
will an upcoming driver for windows 10 be the same ?
are the bugs different ?
are the driver branch's the same when it come's to function on both OS's ?

Just to have more information and to give you accurate information, would you please post the processor model you have and the graphics version.
You can post the DxDiag if it is no problem.
DxDiag Instructions:
- Click on the "Start Menu" -> Type "DxDiag" -> Press "Enter" -> Wait for the DirectX Diagnostic Tool to finish loading
- In the DirectX Diagnostic Tool, click "Save All Information" -> Save the file DxDiag.txt
- Include DxDiag.txt as an attachment in the Intel Community Forum

This is a driver that Intel develop only for Windows 7* and Windows 8.1*and this is the last version 15.36 driver to support 4th generation on Windows 7* and Windows 8.1*. No further drivers are to be expected for this generation on these operating systems.
The latest version for Windows®10 using the Intel® HD Graphics 4600 is https://downloadcenter.intel.com/download/26229/Intel-Graphics-Driver-for-Windows-10-15-40-4th-Gen-?product=81496 15.40.28.4501
Most likely a new driver for Windows® 10 will be release, we don't have an estimated time when a new driver will be released or if it is going to be released. At this point I suggest you to keep checking the Intel download center for new driver release.

Abridged version:
The 15.36 Baseline driver is only for 4th Generation graphics on Windows 7* and Windows 8.1*. The driver 15.36.33.4578 is the final driver we are releasing for this platform and OS combination.
The 15.40 Baseline driver supports 4th Generation and 5th Generation graphics on Windows 10*. You can expect new drivers for this platforms and Operating System.

yes thank you , you have eased my concern of stating that this is a last 4th gen driver, should I expect hd 4600 4th gen cpu's to get unsupported by intel for windows 10 in 2017 ?

4th generation processors are supported by Windows®10, you don't need to worry about Intel® HD Graphics 4600 not being supported by Windows®10.

This driver update appears to have fixed the resolution issue on my Surface Pro 3. The text in Word 2016 is no longer blurry.
