RAID simulator for Intel Rapid Storage Technology enterprise error

I just downloaded the RAID simulator for Intel® Rapid Storage Technology enterprise from the https://downloadcenter.intel.com/confirm.aspx?httpDown=http://downloadmirror.intel.com/23572/eng/Intel%20RAID%20Simulator%20rev2.0.zip&lang=eng&Dwnldid=23572&ProductID=2101&ProductFamily=Software+Products&ProductLine=Chipset+Software&ProductProduct=Intel%C2%AE+Rapid+Storage+Technology+%28Intel%C2%AE+RST%29 Download Center and installed it on Windows 7 x64 SP1. When I launch it using Run As Administrator (plus I have UAC disabled), I get the following error:

ERROR - "the 'microsoft.ace.oledb.12.0' provider is not registered on the local machine"

If I hit cancel, I get a Microsoft .NET framework error. the details of this are below:

I searched online for a resolution to this but they all related to Microsoft Access 2007 and I am using Office 2013 Pro Plus, so it didn't apply. Any ideas how to fix this?
