I need you help, because I didn't find how to turn on turbo boost on my processor.

My standard answer would be to check to see if turbo boost was enabled in the bios.
However, I checked the specs on the N3700, and the specs say it does not have turbo boost:

In fact, none of the n3000 series seem to have turbo boost:

The Intel support staff will have to confirm.

So is here any chance to reache 2.4Hz on this processor? Because now I'm on 1.6Hz.

If the processor does have turbo boost, and it is enabled, you would do nothing. The processor will give you the performance when needed.
I looked at the specs again. While they say there is no turbo boost, they also say the base frequency is 1.6ghz and burst frequency is 2,4ghz. So, we will have to have the Intel support staff confirm.

DavidJanoska, please refer to Al_Hill previous inputs, he provided the correct answer. The Burst frequency of your processor is intended to provide on-demand, higher performance for very short intervals of time in small device form factors, from the BIOS there is no option to enable it.
