Intel Celeron G530 CPU Fan Problem

i have this Intel Celeron G530 and its CPU Fan has a delayed start problem. When i power On my system the PSU Fan and Case Fan starts to spin immediately but the CPU Fan of this Intel Celeron G530 starts to spin within 6-8 seconds and the said processor also has a higher core temp(like 5-9 Celsius) than the other unit that has the same specs..

this is not a Motherboard problem and also not a PSU problem as i already tried a Good heat-sink fan from another Intel Celeron G530 which starts immediately when you power On the system, and it also starts to spin immediately when you power On this said system..

i had purchased this Processor last week only.. kindly help me on this matter.. thanks in advance..

Please verify that the product is properly plugged on the MB and the latest BIOS is updated in order to recognize the proper information from the CPU and the cooling fan. If possible, test the system out of the chassis to avoid any grounding issue. If the problem persists, contact the Technical Support Center for your location.
