High CPU usage of Skylake 6600k without running any program.

I bought the Skylake 6600k at the end of last year.But the CPU performance was unsatisfied about the high CPU usage.When I logon windows and check the CPU usage it will be above 50% and somethimes it will be around 80% then the performance is very poor and sometimes it is frozen, must do a restart. I checked some configuration ,like doing msconfig and disable some startups,evenif I updated the BIOS with Prime 95 patch,but unusefully. Could someone find out the problem ?

CPU: Skylake 6600k

MB:GIGABYTE GA-Z170XP-SLI

RAM:Kinston 2166 DDR4 8G x 2

OS:Win7 x64 , Win10 x64

I got the following notification from engineering team: Intel has identified an issue that potentially affects the 6th Gen Intel® Core™ family of products. This issue only occurs under certain complex workload conditions, like those that may be encountered when running applications like Prime95. In those cases, the processor may hang or cause unpredictable system behavior. Intel has identified and released a fix and is working with external business partners to get the fix deployed through BIOS.
