I am trying to update my graphics driver so my laptop can (hopefully) be OpenGL 3.0 compatible.
I downloaded the Driver and Support Assistant software, but it threw an error when I tried to install it:
An error occurred during the installation of assembly.
microsoft.vc90.crt,version="9.0.30728.1", publicKeytoken="1fc8b3b9a18e3b",processorArchitecture="amd",type"win32".
0x80070643 - fatal error during installation
My Driver and Support Assistant installer log file is attached for reference.
I have installation rights and am the computer admin. What should I do from here? Any workarounds?
Also, here is the hardware/software information from the System Support Utility. It's a Dell Latitude E6420

You are running Windows 10 version 1703, from more than 1.5 years ago. If you want to run IDSA, you need to update your OS first, to version 1803. You can do that by going here: https://www.microsoft.com/en-us/software-download/windows10 Download Windows 10
You really should update your OS, now.
However, you have a bigger problem. Your processor and graphics are not supported on Windows 10.

HD 3000 supports OpenGL 3.1. However, you, on Windows 10, are using the generic Microsoft driver.
Since you are not supported on Windows 10, you can go back to windows 7 or 8.x, or upgrade your hardware to something new/newer that is supported on Windows 10.

I had not updated partially because updating was throwing errors and partially because this machine is mostly used offline. If the drivers are not compatible, that might explain things.
This was a laptop upgraded via the "free upgrade from Windows 8" program. I guess downgrading may be in my future...
