4600 graphics driver causes black screen on Dell Inspiron 7447

Was told by Dell to downgrade from Windows 10 to Windows 8.1 as there is no driver?? What? Feb 10th 2018

This didn't work now I have an old version of windows!!

Problem exists on any version of windows both Windows 10 and Windows 8.1

I have the same problem as this guy how the hell do I fix this????

Please confirm if you are still getting the same problem after installing the latest graphics drivers for Windows® 8.1

 

 

The latest graphics drivers version 4889
