IS THIS PROCESSOR UNLOCKED: Intel Xeon E5-2697 v4 Eighteen-Core Broadwell Processor 2.3GHz

I am trying to find out if I would be able to adjust the multiplier upwards to like 3.0, 3.2, or, even higher. The following board has only one processor socket on an Asus X99-E-10G-WS. It can handle both Non-ECC and ECC memory....Don

The Intel® Xeon® Processor E5-2697 v4 is not unlock, usually when you get an unlock processor you will have in the BIOS the multipliers enabled and you will be able to increase the frequency and voltage, perhaps you will be able to increase the voltage but that we don't guarantee and we don't support because Intel does not support over clocking. For overclocking you can try the following websites:
