Motherboard: Asrock B85M-DGS
CPU: INTEL G1840
MONITOR: SAMSUNG 193P (via DVI connection)
igpu (integrated graphics)
Windows 7.1
New hardware and new installation.
The monitor does not go to sleep mode and remains searching for signal even if the PC is completely off.
Is this a driver problem?
I use 10.18.14.4080 drivers

If you are experiencing same issue, I would say this is not a driver issue. I recommend testing different monitor.

Yes, you could test driver version 3993 and another monitor.
