Baytrail-T Z3735 Intel HD Graphics - HEADLESS with VNC/Teamviewer, etc.

I cannot believe this issue has yet to be fully resolved, as I see it has plagued the NUC's for ages.

Why does the driver not support headless operation? If I revert to the generic MS driver, the system works fine without a monitor plugged in, but only up to 720p. The drivers for the HD Graphics chips in the NUC family line have been updated (supposedly) to support headless mode, but nothing for the Baytrail.
