Try running the Intel(R) Processor Identification Utility, this will provide reported and expected processor speed:

ive turned off speedstep in the bios, now i have the correct frequency but the processor is at the max frequency all the time. is there a way to regulate the frequency without speedstep?

You have a mobile computer, speedstep should be enabled to lower processor frequency and save power on your system. If you are looking for other ways to modify the processor frequency, you need to check your computer BIOS for different settings that may help on this matter.
