I have seen the "maximum clock: 3900Mhz" on Aida64 Engineer, DMI->Processor->Intel i3-4130.

In that DMI field usually written by vendor maximum CPU frequency that exact mainboard supports. For 2013 models that was 3.9 GHz (maximum frequency of i7-4770)

After checking the specifications for this processor, Intel® Core™ i3-4130 Processor, I was able to confirm that the frequency for the processor would be 3.4 GHz.
This is third party software in which we cannot rely on.
