how do i connect bluetooth devices on my ac 7260?

I have just installed my ac 7260 in my computer, and the wifi works fine, but I bought this card because I wanted to be able to use bluetooth enabled devices on my computer.

Unfortunately, I'm unable to even access any bluetooth settings or connect any devices via bluetooth from my "add devices" window in the control panel.

I have installed the latest driver from "https://downloadcenter.intel.com/download/25137 https://downloadcenter.intel.com/download/25137", restarted my computer, and tried again. no luck.

help? I've got a ps3 controller, with all proper drivers installed, AND a smart phone, set to discoverable, but still no luck.
