I have Intel I7 Mobile 4700HQ 2.4GHZ on my laptop (ASUS N550JK) and i want to check if turbo boost is enabled and if its not i wont to enable it.
I searched at the bios for this and i found nothing about that, I even didnt find somthing about overclocking. Did I get in the right place? I have windows 8.1 64 bit and i accesed the bios by clicking on left shift while restarting.

I doubt you will see any overclocking options but you can use the F2 key to enter BIOS and look for Intel® Turbo Boost and verify if it is enabled.

Use the http://www.intel.com/support/processors/sb/CS-031726.htm Intel® Processor Diagnostic Tool and look for "Detected CPU Frequency" in the left pane that scrolls automatically.

But i cant find anyfing about intel in the bios

It is probably not necessary to change settings in BIOS, just go ahead and run the Intel® Processor Diagnostic Tool and look for "Detected CPU Frequency" once the test finishes.
