Thank you for reaching the Intel Communities.
I understand you would like to check something related to graphics driver 4821, for sure we can check on that to find out what is the problem faced.
I just downloaded both .exe and .zip versions of the driver and both had their setup file and was working.
Did you get any sort of message while trying to install the driver?
Have you tried to download the driver again?

Looks like they packed the whole installer files but didn't change the command of launching installer. They are launching setup.exe but in setup it was renamed with something else as igxpin.exe.
To install these drivers you can extract the setup with winrar to location and then run the igxpin.exe in the main directory & install it.

You can also follow these steps to install it.

1. Extract the files to an empty folder
2. Access the device manager
3. Look for the Intel(R) HD Graphics adapter
4. Follow the steps from the screenshots attached

In driver package 22.20.16.4836 igxpin.exe has been renamed to igxpun.exe
