i5 6260U stays at a low power consumption with low temps

I have a Lenovo Ideapad 710s with an i5 6260U, 8GB DDR3 1866 and a 256GB PCIe SSD. In short bursts the CPU works as intended reaching Turbo frequencies and achieving great performance, however I have tried installing some games for casual gaming on the go (Doom 2016, Resident Evil 4 UHD Edition, Call of Duty 4) and when tuning the CPU with Intel XTU and monitoring with Throttlestop I have found something very odd: the SoC isn't reaching its TDP of 15W and instead hovers around 13, the temps are around 60ºC and the fan is barely spinning. (It's doing that thing where it constantly switches between spinning and not spinning) I believe this machine could be using 20W of power without issue for long periods of time. Throttlestop states that PL1 "TDP throttle" is keeping the package from using more energy.

The CPU core is undervolted by 0.050V, the cache by 0.050V, the GPU by 0.080V.

What can I do to unleash this processor?

(For reference, Doom runs at 720P 30FPS at low settings, and at 40-45FPs at 540P, the GPU is at 649MHZ and I would like to have it at 800 or more)
