New i7 4790k idles at 57C

I received a new chip from Intel and I purchased a new Mobo. The Asus Z97 Sabertooth Mark 1. After installing the thermal paste I secured and locked each post of the heatsync fan that came with the chip. While in the bios, the CPU temp. Rose to 57C and was steady there. I installed the 64 bit version of Win7 Pro and the driver software that came with the Asus mobo. After all was installed, I could see that the temp hovered around 57C. I ran the windows performance software and it said that the CPU was performing poorly. Any ideas?

The processor temperature seems fine, considering that the max processor temperature is 74-75C
