So, I've been trying to figure out why my Counter-Strike: Source FPS is capped at 60 as if v-sync is on. I checked Steam settings and it is disabled.
I use the guide checking Intel HD Graphics 5500 settings and mine is a bit different than what Intel instructs. It appears my setting is currently correct, but still...Intel should update the tutorial if it is outdated.
When going to 3d>General Settings>Custom Settings>Vertical Sync only lists two options for me. 1) Application Settings 2)Driver Settings
I have it as Application settings, because that is what the guide here at Intel recommends to DISABLE v-sync. Still though, my game is capped at 60FPS and XBOX DVR recording settings are all disabled.
I don't know what to do anymore. Super frustrated and trying everything to avoid deinstalling Windows 10 and just going back to Windows 7.

Regarding this, to better assist you with your request, I will need to check some information about your computer. Please follow these steps:
1. In the keyboard, press WinLogo key + R.
2. In the Run box please type dxdiag and hit Enter.
3. Click on Save All Information (save it in your desktop).
4. Attach the report to this thread.

Thank you for the reply. Sorry for the delay in getting back to you. The link you referenced is for a slightly different game, but I do have my FPS_MAX 999 set, so I shouldn't be capped at 60. I've even tried lowering settings and raising settings. I've set the game to run in Window Mode and it still continues to run at 60 FPS as if v-sync is on. I reinstall the Steam software and downloaded the game/config files all over again previously.

I apologize for not having the correct game. Now, I was checking some information in our gameplay website for the best settings for your game and I was able to find them. Please refer to the following link:

Make sure to keep the "V-sync" as "Application" so that the application tells whether the vertical sync is on or off.

The link for game setting you posted is for the incorrect game. That link is for Counter-Strike 1.6, which is a bit older. However, I did download that to my laptop and I can get 130+FPS on there no problem.
So, I'm thinking maybe this is more related to a Counter-Strike: Source game setting that is causing me problems. It seems to think V-SYNC is enabled, although it is not.
