My laptop seems pretty powerful, but it struggles to run old games from over 10 years ago, like Fallout New Vegas or Neverwinter Nights, at 60 fps, even with all the settings turned down. It also doesn't run 2D games very well, but it manages to run simpler ones at 60fps. But with 2D games with more detailed sprites, it gets about 10-20 fps. Looking at my specs, it looks like nothing to sneeze at. But maybe I don't understand the quality of my laptop. Should I be having trouble running old games with garbage graphics at a constant 60fps? My drivers are up to date, and I'm running Windows 10. Here's my specs: Intel i7 X920 @ 2.00GHz

I suggest you upgrade to a new(er) system that is fully supported on Windows 10, if you want to stay on Windows 10.

Since Clarksfield is not supported by Windows 10, it is being supported by one of the Microsoft Compatibility drivers. This likely means that performance is poorer than it would be otherwise.

4gb ram is low. Either get more or enable HDD/SSD ram in advanced system settings
Download bleachbit and do a full clean of temporary files and the like
Do defragmentation
Download process hacker, launch game and see which one of your pc components is near 100%. you will see if its hdd, cpu, gpu, ram, I/O, or whatever it is that causes the low fps.
Are temperatures ok? Anything above 85 degrees may be dangerous for hardware and lower performance
In process hacker you can also turn off background apps that take a lot of memory or CPU/GPU whatever.
