Though Mesa has given Vulkan support for HD4400 in Linux, there is no windows support? And my surfacepro 3 can not install the opencl driver?

Vulkan support under Windows is atm only for Gen9 GPUs - Skylake and beyond. Check out , reply # 67
According to http://www.intel.com/content/www/us/en/support/graphics-drivers/000005524.html Supported APIs and Features for Intel® Graphics Drivers your HD4400 supports GPU accelerated OpenCL and should be automatically installed with the graphics driver.

Current drivers we have for Vulkan are for 6th Gen Intel® Core™ processor family and 7th Gen Intel® Core™ processor family. You can find more information on this link /thread/111280 https://communities.intel.com/thread/111280
