just as the title says, i have a i7-7700 connected to an AIO cooling block, but it was connected to stock fan before and it showed the same behavior. constantly at 104 Celsius, even idle

This appears to be a faulty chip. If I had to guess it is probably a bad sensor. I would contact Intel about getting the chip RMA'd.

Please also let me know if you are experiencing any of the issues below:
- Constantly reboots or shuts down
- Blue screen
- Unusual fan sounds

Better to call the store where you bought it and ask for replacement. 104 is too damn hot even for some serious usage.
