why my processor when i play dota2 or other gamer stuck at 0.77Ghz? my processor is i7 4700MQ 2.4GHz with turbo 3.4 GHz. i already tried changing energy options

These are my recommendations for this kind of issue:
1. Check with Toshiba if you are running the latest BIOS version available.
2. You can check on the motherboard's BIOS if the following feature is enabled "Enhanced Intel SpeedStep® Technology". If it is please disable it.

the lastest BIOS version 1.5 and i have 1.3 version. i going to update the BIOS but i dont know how :/ . And about IPDT my laptop pass the test ( i'm not good speaking english )

It could be that Toshiba did not include this feature ("Enhanced Intel SpeedStep® Technology") in BIOS.
I would recommned you to contact them, so they can guide you on updating the BIOS of your system.
