I built a new PC with an ASRock Z87 mobo and an i5-4690 using onboard graphics. Whenever I connect a VGA monitor, the graphics driver crashes in a loop until the PC reboots itself. This started happening with Windows 7. I thought it was a problem with the OS installation, so I upgraded to 10, but the problem is still there even after doing a clean install of Windows 10.

This driver crash issue was fixed with driver version 4463, I understand the same fix is available on the latest graphics drivers.
Please confirm you have the latest graphics drivers installed.

Hello Allan,
I forgot to mention that I currently have that driver installed. I have also tried version 4279 from ASRock, as well as 4501 and the Beta version 4326 driver from 2015 without any luck.

That's unfortunate.
In this case, this is not a driver or operating system issue, it seems to be a hardware problem with the graphics portion of the processor since you have tested several drivers versions and even changed the operating system.
