Hello StGaara,
Thank you for joining the Intel Community Support.
Increasing your dedicated video memory may impact your system negatively and it is usually configured by computer manufacturers.
What you need to keep in mind is that the maximum amount of graphics memory depends on the available system memory, BIOS, and system settings. It is also limited by your processor; the Intel® HD graphics driver will also allocate the video memory automatically depending on various factors. Please check the table under the following section: What is the maximum amount of graphics memory or video memory my computer can use?
https://www.intel.com/content/www/us/en/support/articles/000005539/graphics-drivers.html?_ga=2.120496833.896630873.1525370747-1800354999.1520353409
In addition, computer manufacturers can add customizations and make changes that may limit or reduce the graphics memory reported by your system. You may be able to change the amount of graphics memory from the BIOS, but you need to check if the settings is available for you to modify it and probably get support from your system manufacturer.
I am including another thread that provides additional information about this issue.

Hello StGaara,
Thank you for your response.
I would like to add that in your case the graphics memory is limited by the processor. Because the processor does not have a dedicated memory chip embedded, it uses your system memory, which is the shared memory you get on the report. Having said that, the maximum shared memory your graphics controller can get is 1728 MB.
