Hello All,
When plugged in my dell inspiron 7000 (windows 10) brightness completely dims where it's difficult to use. I believe it's due to intel's display power saving technology and I cannot find a way to completely disable this default feature.
- I have disable adaptive brightness.
- From intel graphics control panel, I have tried changing graphic power plans to maximum performance on both plugged in and battery.
- I don't have display power saving technology on and off option in graphics control panel.
Any suggestions or solutions on this issue?

I do not know what the issue is, but I use this to help with my screen brightness.
Hold the WINDOWS KEY and press X. Do you see a brightness control? Does it help?

To 2J:
Normally the way to fix this problem is to changing the power option or the brightness settings on Windows, so if you already tried those steps, in that case the best thing to do will be to get in contact with Dell directly, so they can provide further technical or warranty assistance, since they are the manufacturer of the laptop they will be able to let you know if maybe a BIOS update is needed or if there is a setting or option in order to fix this problem.
And the same thing with Windows, you can always get in contact with Microsoft in order to verify if there is another way to adjust the brightness on the laptop.
On the Intel graphics control panel, there is an option to set up the brightness on the system, is under "Display" then "Color Settings" and you will be able to adjust it.
Now, in regards to drivers, you can try to use the "Inbox" drivers those are the ones that get installed by doing a Windows update.
O looked for drivers on Dell's web site and it says:
"Product not tested for Windows 10 upgrade.
Dell is not testing or developing Windows 10 drivers for this product. If you choose to upgrade, some features, applications, and connected devices may not work as expected" as you can confirm on the following link:
