Setup Failed Error 0x80070643 When Attempting to Install Intel Extreme Tuning Utility

I am looking for help with the Intel Extreme Tuning Utility that will not install on Windows 10. I just upgraded an HP 8 core 5960 processor system from Windows 7 to Windows 10. I had been running an earlier version of the XTU with no issues. Downloading the latest version produces the following error message and log. Any help to resolve would be much appreciated.

Could you please confirm your computer model? I was not able to find it.

Try updating you BIOS version to the latest version, then try installing the https://downloadcenter.intel.com/download/24075/Intel-Extreme-Tuning-Utility-Intel-XTU- Download Intel® Extreme Tuning Utility (Intel® XTU) one more time.

Hi,

The system is an HP Pavilion Elite model number 850-065se CTO model with an Intel x5960, 24GB or RAM, 3 drives, etc.. It has the latest BIOS on it and all drivers, the OS etc. are up to date.

This is not an uncommon install problem for other software as well, per a web search. It still does not load unfortunately.
