When I change any CPU parameter with Intel Extreme Untility on my Surface Pro 3 i7 and unplug power it immediately resets

I want my Surface Pro 3 i7 to heat less and produce less noise

So I decided to lower TDP and multipliers

But if I change anything, any parameter at least to 1 point, then unplug a power my Surface Pro 3 immediately resets!

What is the problem???

You can only modify CPU values on systems that allow such modifications in the system BIOS; these systems usually include unlocked Intel® Core processors.

Please check with the system manufacturer if you have questions about the BIOS setup.
