Looks like the developer was bored and gave all files random names (compared to APEX).
Min. specs can be found in targethardwareprofiler.xml which has been renamed to 1l4{q1@l46ml4qu4hv$bq4.]gb

Meanwhile I tested the new 21.20.16.4542 driver => The game still doesn't work
But Dota 2 got a nice performance boost

Thank you for the update Loeschzwerg
Unfortunately, Forza Horizon 3 launch crash is an application issue where the application does not correctly implement the gpu detect code for Intel integrated graphics. As such, it does not detect the amount of VRAM available on our integrated graphics.
It is up to the game developer to provide a patch to fix the issue. They seem to be working on it and hopefully they will release a patch soon in the coming months. If we come across anything, we will keep you posted.

Please check with the game developer regarding any updates to the game. Intel graphics fully supports the game but the game developer does not include support for integrated graphics. As always, if we hear from the game developer, we will provide update.

I think Forza Horizon 3 is playable on Intel HD Graphics. But Microsoft restrict this game to run only on other than Intel HD Graphics chip.
YES It is the matter of fact that it requires higher Graphics chip to run without shutter.
I play GTA V at 35 frame per second at low graphics.
