Does the Celeron J3160 (Intel HD graphics 400) support HEVC decoding? I've searched high and low for a definitive answer to this question but I can't seem to find it!

Yes, the Intel® Celeron® Processor J3160 does support HEVC decoding, as you can confirm on the following link, page 69:

Hi,
Thank you for your answer. I checked the document you provided and, even though the title refers to J- series processors, I see on page 11 that it refers to J4205, J3455 and J3355 only. There is no reference to J3160. Is there any document that refers to J3160?

Hi gcherogiorgos: You are welcome. In regard to your inquiry, this will be the proper datasheet for your processor, as you mentioned above, it says J-series so that includes all the family of those processors. On the link below you will be able to confirm this is the correct document, please under "Intel® Pentium® Processors", look for the option that says "mobile" and click in there, you will see it says "Celeron® processor N3000 and J3000 series":
