So im planning on buying a extra 4gb of ram for my laptop while searching information about this i found a topic on another forum where someone said that more ram automatically increases dynamic video memory is this true or just a lie?

What is the maximum amount of graphics memory or video memory my computer can use?
The table shows the maximum graphics limits supported by the Intel® HD Graphics Driver depending on your processor. The actual maximum graphics memory limit reported by Windows can vary. The memory limit is dependent on non-Intel-controlled factors—for example, available system memory, BIOS, or system settings. Will adding more physical memory increase my graphics memory amount?
Yes, for processor graphics on 5th generation Intel® Core™ processors and later. See the table from previous question above. But earlier generation hardware had architectural limits such that graphics memory would typically reach its ceiling with 4 GB of system memory.
