Intel HD Graphics 530 DELL XPS 9550 black screen

Hello,

I have a Dell XPS 15 9550. When I initially turn the power on, I get a black screen with a spinning white circle. The screen does not change no matter how long I wait. To resolve, I start the pc in safe mode and un-install the Intel HD Graphics 530 software. I then restart the PC and it starts fine until I try to start again and the same thing happens. How do I properly fix this?
